Foco e Escopo
A revista Publicum é um periódico acadêmico vinculado à linha de Direito Público do Programa de Pós-Graduação em Direito da Universidade do Estado do Rio de Janeiro. A revista tem por objetivo publicar artigos, resenhas e traduções inéditos, de pesquisadores nacionais e estrangeiros, resultantes de estudos científicos avançados inseridos nos seguintes eixos temáticos: Teoria da Constituição, Direitos Humanos, Filosofia Constitucional, Direito Administrativo e Direito Econômico. A revista está aberta também à publicação de estudos de Ciência Política, Sociologia Jurídica e Antropologia, desde se relacionem direta ou indiretamente aos domínios temáticos que integram seu perfil editorial.
Linha editorial: abrange todas as áreas jurídicas, notadamente quando relacionadas a Teoria da Constituição, Direitos Humanos, Filosofia Constitucional, Direito Administrativo e Direito Econômico. O objetivo é incentivar diálogos entre áreas de saber distintas.

Revista Publicum (hereafter, Publicum) is an academic journal associated with the Public Law Graduate Program from the Universidade do Estado do Rio de Janeiro (State University of Rio de Janeiro). The journal’s objective is to publish advanced scientific papers, reviews and unpublished translations of national and foreign researchers inserted in the following thematic axes: Constitutional Theory, Human Rights Law, Constitutional Philosophy, Administrative Law and Economic Law. The journal is also open to the publication of studies of Political Science, Sociology of Law and Anthropology, since they relate directly or indirectly to the thematic domains that integrate the editorial profile.
Editorial line: covers all legal fields, notably those related to Constitutional Theory, Human Rights Law, Constitutional Philosophy, Administrative Law and Economic Law. The goal is to encourage dialogue between different areas of knowledge.
Processo de Avaliação pelos Pares
A revista Publicum está permanentemente aberta ao envio, mediante preenchimento de formulário online, de artigos científicos, traduções, resenhas e outros trabalhos jurídicos.
A avaliação dos trabalhos submetidos à Publicum se dá conforme a política ora descrita e as diretrizes e o processo indicados nos tópicos abaixo.
A Publicum segue, como política básica para avaliação de artigos científicos, o sistema de dupla avaliação anônima por pares (double blind peer review). Busca, com isso, garantir a qualidade dos trabalhos a serem publicados, evitando que fatores externos influenciem sua publicação ou não. São três fases:
- Etapa Técnica: verificação de Diretrizes para Autores e Condições para Publicação, além de garantia de ineditismo e revisão às cegas;
- Dupla Avaliação às Cegas por Pares; e
- Decisão Editorial: decisão definitiva e irrecorrível do Comitê Científico, considerando-se aspectos técnicos e científicos.
As revisões bibliográficas e os comentários jurisprudenciais serão submetidos a processo de avaliação simplificada, diretamente pelo Comitê Científico ou pela designação de um parecerista ad hoc.
Excepcionalmente, podem ser convidados autores para escreverem ou autorizarem a tradução de trabalhos para a revista. Compete à Editora-chefe da revista realizar tais convites, levando em conta o foco e o escopo da publicação, bem como a relevância do trabalho a ser apresentado.
Publicum is permanently open to the submission of scientific papers, translations, reviews and other legal work, upon the filing of an online form.
The evaluation of the works submitted to Publicum must meet the policy, guidelines and process herein indicated in the topics below.
As a basic policy for the evaluation of scientific articles, Publicum follows the double blind peer review system. In this way, it seeks to guarantee the quality of the works to be published, avoiding external factors to influence its publication. There are three phases to the process:
- Technical Stage: checking of the Guidelines for Authors and the Conditions for Publication, as well as guaranteeing novelty and blind review;
- Double Blind Peer Review; and
- Editorial Decision: final and unappealable decision of the Scientific Committee, considering technical and scientific aspects.
Bibliographical reviews and jurisprudential comments will be submitted to a simplified evaluation process, either directly by the Scientific Committee or by the appointment of an ad hoc referee.
Exceptionally, authors may be invited to write or authorize the translation of papers for the journal. It is the responsibility of the Chief-Editor of the journal to make such invitations, taking into account the focus and scope of the publication, as well as the relevance of the work to be presented.Periodicidade
A revista Publicum organiza suas edições em volumes anuais, subdivididos em dois numeros de natureza semestral, publicados regularmente na metade e no final de cada ano, sem prejuízo de publicações especiais ou comemorativas.

A revista Publicum oferece acesso livre imediato ao seu conteúdo, seguindo o princípio de que disponibilizar gratuitamente o conhecimento científico ao público proporciona maior democratização mundial do conhecimento.

Declaração de Ética e Boas Práticas Editoriais
A relação com os autores durante o processo de avaliação, ante a exigência geral de ineditismo dos trabalhos submetidos à revista, se orienta por duas regras básicas: enquanto os autores se comprometem com a originalidade do artigo apresentado, indicando, inclusive, se estão a submetê-lo, paralelamente, a outra revista; a Publicum garante-lhes a confidencialidade do material enviado.
Os autores reconhecem que a submissão de trabalhos não implicará remuneração sob qualquer modalidade, sendo feita com o propósito de mera colaboração científica.

The journal is governed by the Code of Conduct for Journal Publishers issued by COPE - Committee on Publication Ethics, as well as by the guidelines of CNPQ - National Council for Scientific and Technological Development. Thus, it maintains updated norms for submission and evaluation of papers, granting the utmost possible transparency to the process of work selection carried out at each edition. On the other hand, the journal protects the identity of the reviewers in order to ensure that they act independently, as guided by COPE's and CNPQ's Codes of Conduct.
The relationship with the authors during the evaluation process is guided by two basic rules, in view of the general requirement for novelty of the papers submitted to the journal: i) authors commit themselves to the originality of the paper presented indicating if they are submitting it, in parallel, to other journals; ii) Publicum guarantees the confidentiality of the material sent.
The authors acknowledge that the submission of papers are done for the purpose of mere scientific collaboration and do not imply payment under any sort.
